What Is the HEAR / HEEHRA Program?

The Home Electrification and Appliance Rebate (HEAR) program — originally named HEEHRA, the High-Efficiency Electric Home Rebate Act — is a $4.5 billion federal initiative created under the Inflation Reduction Act of 2022.

Unlike tax credits, HEAR provides point-of-sale rebates — meaning the savings are applied upfront at the time of installation, not after you file your taxes. You see the savings immediately.

The program is administered by individual state energy offices. Each state applies for its federal allocation, then launches its own rebate portal and contractor registration process. Rebate amounts and eligible equipment are set at the federal level.

The electrical panel upgrade — officially called the "Electric Load Service Center" — is one of the program's covered upgrades, with a maximum rebate of $4,000 per household. No ENERGY STAR certification is required for the panel itself.

$4.5 billion in federal appropriations available through 2031. The program is backed by law and cannot be cancelled by executive action alone.

How Much Can You Get Back?

HEAR rebate amounts are determined by your household income relative to the Area Median Income (AMI) in your county. The lower your income, the more the program covers.

Montana's HEAR program is not currently available. The program requires final U.S. Department of Energy approval before it can launch.

Current status: Montana DEQ submitted its implementation application to DOE in November 2024. The application is currently "pended" at DOE. Planning work was temporarily paused in February 2025 pending updated program guidance.

Conditional funding of approximately $49.7 million was awarded to Montana in January 2025, but funds cannot be accessed until DOE approves the implementation award.

There is no announced launch date as of June 2026.

They are the same program. HEEHRA stands for High-Efficiency Electric Home Rebate Act — the name used in the original Inflation Reduction Act legislation. The U.S. Department of Energy and Energy Star now refer to it as the Home Electrification and Appliance Rebate (HEAR) program. When you see either name, they refer to the same federal rebate program.
Yes. The HEAR program covers "Electric Load Service Center" upgrades — the technical term for your home's main electrical panel. Smart Main Panel qualifies directly as a panel upgrade. The program specifically does not require ENERGY STAR certification for this category, which means no additional certification steps are needed for the panel itself.
Eligibility is based on your household income compared to the Area Median Income (AMI) for your county. Households below 80% AMI qualify for 100% coverage; households between 80–150% AMI qualify for 50% coverage; above 150% AMI are not eligible. AMI varies by location and family size — you can look up your county's AMI at the HUD AMI Lookup Tool (huduser.gov), or contact us and we'll run the check for you.
No — not currently. Montana DEQ has received conditional federal funding but cannot access those funds until the U.S. Department of Energy approves the state's implementation application. That application was submitted in November 2024 and is currently "pended" at DOE. Planning work was paused in February 2025 pending updated guidance. Yes. The HEAR program covers your panel upgrade, and separate incentive programs cover solar and battery storage. The federal Investment Tax Credit (ITC) provides a 30% credit for solar and battery installations. Utility rebates and state incentives may stack on top. In most active states, rebates are applied at point-of-sale by the registered contractor — meaning your installer deducts the rebate from your invoice directly. You don't mail anything or wait for a reimbursement check. Our installation team handles the registration and rebate documentation. What you'll need to provide is income verification (such as a recent tax return or W-2) to confirm your AMI tier.
Yes. The Trump administration issued a memorandum in January 2025 pausing IRA program disbursements, but federal courts ordered the reinstatement of funding shortly after. The HEAR program was not cancelled and remains backed by $8.8 billion in appropriated federal funds through 2031. Active state programs continued operating through the pause. Some state rollout timelines slowed due to updated DOE guidance requirements, but the underlying funding is secure.
If your income exceeds 150% AMI, you are not eligible for HEAR rebates. However, other incentives may still apply: utility company rebates (varies by provider), state-level incentive programs, and the federal 25C Energy Efficiency Tax Credit for panels — though note that the 25C panel upgrade credit expired on December 31, 2025 and has not been renewed as of June 2026.
